for Health Care Reform Background Information: HB 1391, Kids First Act. Introduced by Delegate Heather Mizeur,
this bill is a universal child coverage act that will require Maryland families
to report proof of health insurance for their children on their state tax forms.
For those who are uninsured and whose income is below 300% FPL, making them
eligible for MCHP (Maryland Children’s Health Insurance Program) or Medicaid,
the Comptroller of Maryland will send applications for enrollment. The bill also
commits the state to develop affordable coverage options for middle class
families above 300% FPL with uninsured children. HB 1404, Eliminating Barriers to Enrollment Act. Introduced by Delegate Heather Mizeur,
this bill facilitates enrollment of 90,000 eligible but currently uninsured
Maryland children into MCHP or Medicaid by establishing presumptive eligibility,
enabling 12 months of continuous enrollment, and by requiring the state to issue
a report on its compliance with federal rules for outreach and enrollment
workers in community settings. HB 1406, Foster Kids Coverage Act.
Introduced by Delegate Heather Mizeur, this bill allows children aging out of
the state foster care system to remain on Medicaid until they are 21 years old
rather than losing coverage at age 18 as they now do. Half of the limited costs
of this bill would be from federal funds. |
